This intensive 36-hour program equips experienced law enforcement officers to master the operation, maintenance, and legal framework of evidential breath alcohol instruments. As your agency’s subject matter expert, you will be prepared to maintain instrument precision, guarantee legal compliance, and expertly train Type III operators, directly enhancing your department’s DWI enforcement. Spanning alcohol physiology and pharmacology to instrument theory, state statutes, and courtroom testimony, this course delivers the expertise, practical skills, and leadership capabilities necessary to confidently oversee your department’s breath alcohol testing program and serve as the definitive resource within your agency and in legal proceedings.

Course Objectives and Outcomes

Scientific and Legal DWI Understanding

To effectively supervise a breath alcohol testing program, a robust foundation in both scientific and legal principles is paramount. Officers in this course will cultivate expertise in Alcohol Physiology and Pharmacology, gaining a crucial understanding of how alcohol affects the human body and the scientific basis for breath testing technology. Crucially, they will delve into the complexities of DWI Law and Case Precedents, mastering the legal framework essential for ensuring legally defensible breath testing procedures and successful DWI prosecutions. Furthermore, recognizing the evolving challenges in DWI enforcement, the curriculum addresses Drug-Impaired Driving, equipping officers to expand their expertise beyond alcohol and effectively address drug-related impairment within their communities.

Instrument Mastery

Proficiency in evidential breath alcohol instruments is the practical cornerstone of DWI enforcement, and this course delivers precisely that. Officers will achieve comprehensive Instrument Mastery, gaining hands-on knowledge of simulators and compressed gas mixtures to guarantee the ongoing accuracy and reliability of their department’s testing equipment. This includes a deep understanding of testing standards, equipment components, and best practices for maintaining instrument integrity. Beyond practical operation, the course explores Instrument Theory, providing officers with a fundamental grasp of the scientific principles behind instruments like the Intoxilyzer 8000, EC/IR II, AS-IV, and DMT. This theoretical knowledge empowers supervisors to effectively troubleshoot issues, ensure proper maintenance, and confidently manage their department’s breath alcohol testing program.

Legal and Courtroom Expertise

For Type II Supervisors, legal authority and courtroom credibility are essential for program effectiveness. This course ensures officers are thoroughly versed in DHSS Rules and Regulations, enabling them to confidently navigate the regulatory framework governing Missouri’s Breath Alcohol Program and maintain full compliance. This mastery of regulations is directly linked to Expert Testimony skills, which are rigorously developed throughout the course. Officers will learn to prepare for and deliver compelling expert testimony, effectively communicating their knowledge and ensuring the admissibility and persuasive power of breath test evidence in legal proceedings.

Reporting and Training Skills

Ignition Interlock Devices

To provide a comprehensive understanding of DWI enforcement beyond the breath alcohol instrument itself, this course includes a vital module on Ignition Interlock Devices. Officers will gain critical insights into Ignition Interlock Devices, understanding their function as a key post-conviction strategy in reducing DWI recidivism. This broader perspective equips Type II Supervisors to understand the full spectrum of DWI countermeasures and contribute to more holistic and effective DWI enforcement within their communities.

Other Information

Course Requirements:

  • P.O.S.T. certified
  • Have a valid Type III permit
  • At least 1 year maintaining valid permit for desired instrument
  • At least 2 years employment as an officer or full-time jail/detention-facility staff
  • Your department owns at least 1 breath alcohol instrument or is getting one for the Missouri Safety Center

This course is approved by Missouri P.O.S.T. and provides the following Continuing Education Hours:

  • Type II Supervisor: 21 Technical hours, 6 Legal hours, and 9 Skill hours.
  • Type II Labs: 3 Technical hours and 5 Skill hours per instrument lab.

Tuition is waived for qualified Missouri Law Enforcement Officers through funding by MoDOT grants. Agencies are responsible for lodging and other expenses unless otherwise noted.
